Donald Trump's Ukrainian Peace Proposal Is Seen As a Gift to Russia's Leader

At first, the former US president seemed to embrace a firm stance regarding the Ukrainian conflict. After issuing warnings of "severe consequences" last August if Russia's president continued hindering peace negotiations, Trump finally enacted major sanctions on Russia's biggest oil companies, these major energy companies. This move substantially affected the Russian leader's capability to support his war effort in the region.

However, through his recently unveiled detailed peace initiative for the conflict, which was drafted by both nations' officials without Ukrainian or European participation, he has seemingly gone back to his pro-Putin stance.

Favoring Aggression

This proposal would in practice reward the Russian leader for occupying a sovereign nation while placing the country's democracy in danger. Despite ringing statements that "Ukraine's autonomy will be affirmed", significant aspects of the proposal effectively weaken that same autonomy. This constitutes a Moscow's wish would certainly be a disaster for Ukraine.

Showing his business past, the former president persists to view the Ukrainian conflict as a simple land disagreement, like giving Putin a section of Ukraine's territory will please the leader. However, Russia's military campaign is not merely about occupying a damaged area of industrial-devastated land in the Donbas region. It is about Ukraine's democratic governance – and Putin's apparent goal to destroy it so it ceases to acts as an enticing model for the Russian people of the responsible governance that Putin's deepening dictatorship withholds them.

Land Surrenders

While keeping in position the already separated Ukrainian provinces of Zaporizhzhia and Kherson, Trump's plan would compel the nation to surrender the whole this eastern territory. Aside from rewarding the Russian Federation with territory that its forces have been unable to occupy in more than a ten years of warfare, this concession would leave Ukraine's defenses critically weakened.

This region is the place of Ukraine's well-known "fortress belt", the fortified defensive positions that represent a critical impediment to Russian advances. Trump would have the Ukrainian military surrender these fortifications, giving Putin a unobstructed route to Kyiv in case he later decide to resume the hostilities.

Defense Limitations

Furthermore, in a step that would enable additional conflict more feasible for the Russian military, Trump would force Ukraine to diminish the size of its troops from their existing 800,000 to 850,000 personnel to a limit of this lower number. Notably, the initiative sets no such limits on Russian forces.

In what appears as a gesture to Russia's efforts to portray the nation's democratically elected leadership as radicals, Trump's plan declares: "Any extremist belief system and practices must be rejected and forbidden." As if to emphasize this point, it demands that "The nation will hold elections in three months" of a truce. At the same time, the proposal sets no condition that the Russian leader jeopardize his dictatorship by holding elections in Russia.

Security Assurances

To be sure, the initiative makes the Russian Federation pledge not to "enter bordering nations" and to "enshrine in legislation its stance of peaceful relations towards European nations and Ukraine". However considering that the Russian leadership has breached comparable agreements in the history – such as the Budapest accord, in which the Russian government pledged to honor the nation's territorial integrity in return for relinquishing its former Soviet atomic arms, and the Minsk accords, in which Moscow agreed to a truce and a handback of occupied areas in the region to Kyiv – how should anyone believe this commitment this time?

This explains Ukraine has been so insistent on external protection assurances. Although the plan threatens a "strong unified defense action" if the Russian Federation restart its military campaign, and provides that "Ukraine will receive reliable security guarantees", the specifics range from unclear to concerning. The plan would not just prevent the nation alliance membership but also prohibit Nato members from positioning troops on Ukraine's soil, effectively preventing the peacekeeping contingent, likely headed by Britain and France, on which the Ukrainian government had been counting to deter Putin from restoring his diminished military, restocking, and reinvading.

World Concern

Another side agreement reportedly would grant the nation with a Nato-style protection assurance, in which any subsequent "major, intentional, and ongoing military assault" by the Russian Federation on the country "shall be regarded as an act of war threatening the stability and safety of the transatlantic community." This indicates a military response. But in contrast to a strong Ukrainian military – the nation's primary defense against renewed Russian aggression – the credibility of the parallel accord would rely on the dedication of alliance members, including Trump, to respond with force to Russia's attacks, an action they have {not
