From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Amid the immense confusion following the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, a single fact remains evident – this establishes a truly chilling precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of interference, invasion and occupation in that part of the world, but the early hours of Saturday saw its first major military attack on South American land. “American dominance in the western hemisphere will never be questioned again,” Trump proclaimed.

The move to assault another state and seize its president – just a short time after he stated a desire for negotiations – has still wider repercussions. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have fraudulently won the most recent election. They now face profound uncertainty at best. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would do as the US says, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other parts of the leadership-stricken government are even more hardline.

A Shift in Global Role

A man who came to office vowing to end foreign wars now says he is “unconcerned about deploying troops”. Redesignating the Department of Defense as the Department of War was a substantive signal. He does not see the world’s superpower as a guardian of order; he is turning it into a rogue state.

He holds the view that the America's power allows it to do as it wishes with minimal cost: consider the military actions against Nigeria and Iranian installations. He claims that the oil resources of Venezuela means this most recent venture “won’t cost us a penny”.

An Attack Without Legal Justification

George W. Bush initiated war in Iraq on a lie. But this unlawful assault came without UN resolutions of any kind or authorization from lawmakers; the opposition party was kept in the dark and say they were given false information in briefings. Mr Trump doesn’t seek to bend international norms, but to shatter them.

Set aside the signal this transmits to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will surely embolden further adventurism.

The Thin Pretext and True Motives

It is widely rejected the excuse that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently pardoned the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is driven by the promise of energy wealth as well as personal bravado, the beliefs held by certain advisors, and the appetite for triumphalism as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The international response, especially in Europe, has – with honourable exceptions – been alarmingly quiet. That’s not because of Mr Maduro’s sins, but fear of Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was commendable, but this episode underscores the waning power of international bodies.

Mr Trump’s anti-interventionist domestic base could potentially force him to turn attention back home – but rising medical costs, economic unhappiness and ongoing controversies fuel his desire for external drama.

Barely 12 months into his four-year term. Other governments may live to repent if they fail to speak up today, with the question of which nation is next looming.
