During his first term, analysts frequently advised that Donald Trump's statements should be taken seriously rather than word for word. Yet, subsequent events suggest that this approach may have got it backwards.
An emergent U.S. National Security Strategy alongside multiple comments from U.S. figures, Trump proxies, and the former president have precipitated what could be one of the most profound challenges for transatlantic unity, the doctrine that has sustained peace and democracy in Europe since World War II.
From Burden-Sharing to Cultural Anxiety
While Trump's earlier complaint focused on Europe's alleged failure to pay for its own security, his rhetoric has now evolved into a far more alarming outlook.
Colored by racial prejudice and a deep-seated disdain for Europe's political institutions and elected leaders, he has spoken about the potential of societal collapse on a continent he has rarely visited and mostly seen from a distance.
"A lengthy discussion lacking in a consistent philosophy is nevertheless full of another element: the confused fear of an ageing white man confronted with a changing world."
A conspiratorial worldview, which has shaped harsh U.S. immigration and law enforcement approaches, now appears to be shaping Washington's understanding of Europe.
A Xenophobic Thesis
From this vantage point, migration from the global south causes a cultural dilution of European societies, making them "weak" under "foolish" leaders and paving the way for their eventual decline. This is an unabashedly racist theory, with Trump and his circle explicitly endorsing far-right movements across Europe.
Although the general thrust of Trump's racial rhetoric is familiar, its specific implications for European security are essential to grasp.
For Trump and his adherents—including billionaire Elon Musk, who recently advocated for the dissolution of the EU—all statecraft is fundamentally a deal. However, while the previous argument was about burden-sharing, the new claim is that a declining Europe is undeserving because of its embrace of diversity.
Weakening from Within
In his interview, Trump himself connects these dots in a form of rhetorical loop. He concedes that Russia's Vladimir Putin wants a weak Europe. Trump proclaims Europe is weak, and by publicly highlighting the fissures between Washington and European capitals, he inadvertently aids Putin by further weakening European unity—all while denying any responsibility.
This dynamic is playing out at perhaps the most consequential moment for Europe in decades, with a brutal conflict in Ukraine and escalating Russian-hostile actions elsewhere on the continent.
While Europe cleaves ever tighter to Ukraine amid continuing warnings of American abandonment, the danger is that Trump has constructed a rationale for ignoring his allies.
Reactions from Allies
These developments demands a firm reaction from capitals across Europe. Although certain leaders, including German Chancellor Friedrich Merz, have been forceful in their pushback, including the office of UK Prime Minister Keir Starmer—have opted for a strategy of attempting to appease the U.S. administration.
On Tuesday, the UK government refused to criticize Trump's comments about Europe or his latest criticism on London Mayor Sadiq Khan.
They said, "The Prime Minister enjoys a strong relationship with the U.S. president and a good working relationship with the London mayor, and is committed to working with both to achieve stronger results for the British public."
The undeniable truth is that Trump means his words and says what he means repeatedly. The time has come to abandon the pretense that things are different.
